All towers except the Cove and Reef have access to the same areas, pools etc. ONLY Cove guests have access to the CAIN (adults only) pool, and Cove and Reef guests share the pool in between the two properties as well as all the other pools, slides, beaches etc.
The general population of guests can use the beaches, pools, slides, aquapark, aquarium and casino. This includes, Beach, coral, Royal, Imperial, Harbourside, Ocean club and Comfort Suites.
thousands of Cruisers come in by the bus loads every day and get the same priveleges as the general population if they purchase the day pass.
I'm told that New years eve is already sold out for this season.

Atlantis Resort on New Year's Eve is going to be VERY expensive, if reservations are still available at all. It's a bit cheaper to stay at the Comfort Suites across the street and you still have access to some of the facilities at Atlantis.
As far as documentation, you'll need to check with either the official government website for the Bahamas or with a travel agent or government officials in your country.
You can read what past guests thought of Atlantis at TripAdvisor.com.

You don't need a visa if you are a US citizen. I've attached a link to which nationalities the Bahamas require a visa. It doesn't matter which part of the property you stay at you get to enjoy all of the resort. Even if you aren't staying at Atlantis, you can buy a day pass and enjoy all of the resort.
