When scrolling down an ie page it isn't smooth, it moves in waves.?

I recently had my hard drive and ram replaced and upgraded. Since I got that done my computer screen does a wave type motion when i scroll down a page instead of scrolling smoothly....it was working perfectly before I took it in, and was doing this as soon as I hooked it up when I got it back!

Update:

No, it does it from the time that it turns on, there are no other programs running or downloading!

Update 2:

Should I get a new graphic card driver?

Update 3:

My computer is not sluggish, infact it works better than it ever has since having everything doubled in size!

Update 4:

Not to sound like an idot, but how the hell do I find out if it is the original graphics card?

Look for graphics cards drivers. Either find out your own (by opening the case) asking another person to help you, or look at the companies website. Unless you have a really sluggy machine your background won't do much. Well it shouldn't cause this problem

Not to cast suspicion on your shop, but check the graphic card itself to make sure it's the one your computer originally had. It could easily have been set aside and replaced with a slower version by mistake if the tech needed to take all the cards out for the upgrade.
