There are only a few who are going to heaven to rule over ones who are left on the earth. Revelation 14:1-4 says that is 144,000. There will be ones who never die, and that are brought back to life that live on the earth forever(john 5:28,29)(Psalms 37:9,10,29) The ones in heaven will rule with Jesus over the ones on the earth. These rulers along with Jesus make up God's Kingdom. Yes, it is an actual government, just like every country has a government,.

when gods kingdom comes it destroys this system and false religion and a small flock inhabits heaven to rule with christ as kings and priest over the larger flock who inherit the earth . the earth will be transformed into a paradise where the righteous and the meek reside for eternity walking with jehovah . also known as his people . they will be restored back to perfection just like adam and eve were before they sinned ,also the gates of sheol (that's death) will be opened and death will be no more all those resurrected to life on earth will have to live by laws set down by jehovah and when perfection has been attained Gehenna (that's everlasting death )with satan will be destroyed forever hell is the grave not a fiery pit . wrote it briefly computer keeps freezing

First things first ... good and bad don't matter as much as you've been lead to believe. Those who trust only in Jesus for their salvation go to heaven, but heaven is a nisnomer. I'll explain in a second. Those who decide to trust in themselves, and that includes all the people who think they're good because they do good things, will not see the kingdom of heaven.
Now ... what everyone seems to call "heaven" the place with the pearly gates and streets of gold is actually called New Jerusalem in the bible. That will be the home of the Christians. It will actually be a satellite of Earth, much like the moon is, 1500 miles cubed, and will come down out of the heaven at the end of the world.
The end of the world isn't really THE end. There are terrible times ahead for sure. But when the armies of God finally defeat the armies of Satan at Armageddon, the Earth will be restored to it former pristine condition, like when Adam and Eve were in the Garden.
God will take up residence in the newly built temple in Israel. Those non-Jews throughout the world who manage to survive the tribulation (the terrible times I spoke of earlier) will begin the job of repopulating the earth.

No, God's will for the earth is for it to be populated, he did not create the earth simply for nothing, but he created it to be inhabited.(Isaiah45:18)18 For this is what the LORD says—
he who created the heavens,
he is God;
he who fashioned and made the earth,
he founded it;
he did not create it to be empty,
but formed it to be inhabited—
he says:
"I am the LORD,
and there is no other.
Who will populate the earth?(Matthew5:5)tells us:5"Blessed are the meek,
for they will inherit the earth" Interesting also is (Psalm37:11,29)11 But the meek will inherit the land
and enjoy great peace.
29 the righteous will inherit the land
and dwell in it forever.
It doesn't say anything there about all the good going to heaven but that God's will for the earth, is for it to be populated or inhabited by meek or good people in peace forever.

This is strictly my personal opinion. The scriptures speak of a New Heaven and Earth. I believe the earth would become perfect and pure again, like it was when it was created. Peter 3:13 tells us: " But according to his promise we are waiting for new heavens and a new earth in which righteousness dwells." For this reason, I feel the righteous people will live on this new earth in spirit form.

Mat 6:10 Thy kingdom come. Thy will be done in earth, as [it is] in heaven.
Mat 24:35 Heaven and earth shall pass away, but my words shall not pass away.
Rev 21:1 And I saw a new heaven and a new earth: for the first heaven and the first earth were passed away; and there was no more sea.
I believe Eden will be restored and Man will be restored to perfection as God had initially intended it.

When we are in earth, it is the duty of every humans to work for God, with God to by God. Hence, it is in our hand to make the earth like heaven, with the help of God.
II coming of Jesus is clearly reveals in Revelation and 1000 years ruling will come to rule the earth by the holy people. Every thing has an opposite reaction, positive-negative, up-down, God-evil, Heaven-hell, etc. It may the earth to convert for the holy people or it may be allotted for hell. But it will be decided while the II coming of Jesus. Any how, we have to be very careful and get ready to accept Jesus. We are having only a limited time to live in this world. IF we do good, we will live with God forever.

Jehovah has no quarrel with the earth. He created it and intended for it to be inhabited, forever. Only he chooses who goes to heaven and who resides upon the earth. Everyone who dies, with exception of the 144,000, goes to the common grave of man, hell. The meek and righteous will inherit the earth. Jesus, with those chosen, will rule over the earth and man. How wonderful that will be.

There will be a new heaven and a new earth. When God has passed His judgment on all and Satan and hell have been thrown into the lake of fire, we will be able to go wherever we want. There will also be the new Jerusalem. We will be able to go to heaven, earth, Jerusalem, anywhere in the universe we want to. It's not like we will be stuck in heaven playing harps forever.

The good do not go to heaven and the bad to hell. You could be the goodest person in the whole world and not go to heaven. The truth is, the saved go to heaven and the non-saved sadly go to hell. Jesus doesn't want anyone to go to hell, thats why he died on the cross. But earth..... it will be destroyed i think.
