I can't tell if he likes me its confusing?

Ok i like this guy were both freshmen in high school so any highschool guys help me out here! Its confusing. Were both in swim which takes up two periods. The only time i get to see him is in the hallway on the bus on the way to swim or at swim. So i think ill start at the beginning, first of all he is very shy. So whenever i see him in the hallway i say hi and wave, sometimes he'll say hi and wave back but others he will look at me like he's totally confused. When were on the bus i'll put my hair up and he will start playing with it (he usually tries to sit behind me) But others he will completely ignore me, will barely even look at me. Whenever were at study hall before swim he will go around to all of the little groups to jump in the coversation and he always seems more comfortable when im not in the group. And whenever i talk to him or ask a question he'll usually just give me a short answer and move on. And when were swimming he'll probably get in any lane except mine, today i went in his lane and he ignored me most of the time, then when we were doing starts the lane next to us could use an extra person but he kept coming back to ours. So i hope somebody can help me because im completely confused!
