And if this business, (if it is one) is not earning money. Will I still need business permits to do it?

If you define"earning money" as making a profit, there are lots of real businesses that aren't profitable, at least in the short term.
If you are receiving compensation for goods or services then you are a business and need to meet all the requirements under the law in your jurisdiction.
