and someone who doesn't even care about or has no idea about the question answers!!..Is there anyway to block those people!!!

To bad there is no way to block them. I hate when people ramble on and they are not even reading the question. They just answer what they "think" you asked.

It just comes with the terriorty but remember they may actaully think they are answering...in some odd way....but yes you can click on their avator and there is a block button. When you do that you block them from ever being able to see any of your questions etc...and you will not be able to see theirs, period.
But personally I just ignore those answers and move on.

Well, you can go to their profile and block them. I'm not sure if that blocks them from answering your questions, but I wouldn't be surprised if it did.
