Yes. Literally create jobs and then turn the jobs over to the people. It works like this.
The U.S. plans to spend $360 billion on unemployment and welfare. Let's say it costs $100 million to create jobs as in creating a factory (solar panels, wind power generators, ocean wave powered electrical generators), or a large stocked mall that requires 1,000 workers. They will start off by having to build the factories and malls so their work will be immediate for 3.6 million people per year. The U.S. can be buying franchines and putting those franchises in economic depressed zones. To transfer the money back to the people, you give each worker a $200 (IPO price) stock certificate with a dividend to put in their retirement account. After each worker gets 500 of these issues of stock (coming out to $100,000 + dividend money if the worker stays the with the whole program which would be less than 20 years), the transfer would be complete. Right now there are 8 million unemployed workers at any one time. In 3 years, 10.8 million jobs would be created. One could even create all the jobs now on this massive scale and then cut welfare and unemployment from future budgets because there would be more jobs than workers at any one time.
Many of these franchises have built in health plans. That means less people without health insurance.
One could also do this for more health insurance. Let's say the ball park figure for the single payer health insurance with no deductable is $3,000 per person. In 2009, the U.S. budget says it will spend $632 billion on Medicare and Medicaid. Add another $70.4 billion from health and human services and it comes to $702.4 billion. Divide $702.4 billion by $3,000 and it comes to enough money to insure 234.13 million people. That should be able to cover the elderly, poor and disabled that would normally get the care plus the 37 million Americans (McCain, Obama and Hillary quote 47 million, but 10 million are illegal aliens) that don't have health insurace. To get that 10 million illegal aliens covered, one could take $30 billion from the money given as other countries as aid to pay for slots (like they already do with Medicare) to insure the illegals. 17 million of those 37 million make $50,000 or more. They along with others that buy health insurance could get tax breaks to buy insurance.
So after three years, 10.8 million jobs would be created, everyone would be insured and I didn't spend any more than what would have been spent. In fact, taxes from these workers would have made the government money. Now for the infrastructure. It's estimated it would cost $1 trillion in the next 5 years to replace and add too the U.S. infrastructure. Going back to that $360 billion from unemployment, it will take another 3 years and create even more jobs. So now year six I've come up with enough money to rebuild the decaying infrastructure and created even more tax money. Of course the national debt would probably grow another $2.44 trillion during this time. But now I can use that $360+ billion (the plus is from added taxes) to cut the deficit which is projected to be $407 before the bailout. The U.S. troops would be back from Iraq before 2012 so that's another $100 billion a year the U.S. would be saving so maybe the debt would be closer to $2.14 trillion more. Either way, I would have a surplus budget in year 7 and beyond, everyone with health insurance, everyone with a job and the nation's infrastucture without adding to the budget (and I'll end up with a surplus budget).
