Why will my computer not assign a letter to my new internal 2nd hard drive?

Computer recognizes the drive is there and working in the Device Manager. But, when i go to the screen with all of the drives it does not appear. I have hit the refresh key 5 or 6 times. I have attempted to do it through the Device Manager and Add equipment section in the control panel. Any ideas on fixing this?

Go to Start and right click Computer. Select manage from the drop down menu.

A computer management window will pop up. Under storage on the left menu, select and double click Disk Management. Wait for a while as your computer finds your drive.

The hard drives will be shown on the bottom. Windows cannot recognize it in Windows Explorer because it is not formatted. Right click the drive that needs to be recognized and click Format. Make sure you select the NTFS file system. Format it. It should now appear in Windows Explorer (aka My Computer, etc)
