I vary in my fish diets. Every now and then I pop in a cooked, shelled pea, cooked broccoli, and cooked carrots. Once a month as a special treat I feed them cooked shrimp. Every morning, I feed them an alteration of blood worms and brine shrimp. They need a varied diet to get all the nutrients possible. The flake food is not what they would find in the wild, and therefore it is not good to use it. Plus, it grows boring, and it is very artificial to use. Think about it, in the wild, one fish doesn't eat the same thing everyday. This keeps them interested, healthy, and happy.

Because they are omnivores and they need nutrients from various animal and vegetal sources like we do in order to grow and stay healthy. Normally fish foods have the right balance of nutrients needed for optimal fish growth.
I personally feed my fish tropical fish food from Nutrafin. They love it. I have fed the tetra treats you mention and my fish seem to enjoy them, specially the brine shrimp. They are not better than frozen blood worms though, they are both pure protein. My fish don't seem to notice any difference.
If you feed your fish high protein treats like tetra fish delica or frozen blood worms, I recommend you don't do it more than 3 times a week, other wise they might get constipated.

they need it cause like humans it would be a bit boring eating carrots as ur only meal every single day
and frozen bloodworms or live will do the trick every week or so

Very basically it is due to the fact that the make-up of fish's stomachs is always changing.
REMEMBER NOT TOO FEED THEM TOO MUCH ;)
