Can I clean a rug with my hand held steam cleaner?

It is only a handheld one, and doesn't vacuum afterwards or anything. I blasted the rug and then felt the rug and it wasn't hot - I'm using the steam cleaner to sterilise the rug, so how does it sterilise it if it doesn't get hot?! Or isn't it working properly?...

    If it is working you should see steam coming out of it

    You have to keep it moving over a section for a little while, keep pressing it so that the steam keeps coming out, you should be able to feel the heat on your rug after that.
