Water.
Power for lights, heat, equipment.
Food.
Air-tight shelter that will protect them from vacuum, cold, heat, and radiation.
Something to keep them entertained.
Clothing.
I would also need coffee, tortilla chips, and Skittles.

Firstly, you need AIR!!!! Specifically oxygen. How could you
stay there if you can't breathe? The moon does not have any
atmosphere and so we really need to get air to live there. And
water and food, too. The moon's surface is not comfortable
and is not accommodating for humans. So we need first, the basic
needs and then other things we like to bring.

they would have to bring a 6 mos food supply for each person,medical supplies as well as water,a way to convert water to oxygen (similar to whats on the I.S.S.)solar panels to convert sunlight to electricity a way to go home (return vehicle)a place to stay,a mode of local travel even more rations for emergencies a communication system,radiation shielding all of these would be a bare min i would think
