What is the best form of hair removal?

I want to have hair permanently removed from my upper lip area. There are so many methods and I don't know which to choose. I brown hair and olive skin.

I have heard that electrolysis is the best permanent option, but is painful.

I have also heard that a laser can discolour or mark my skin and electrolysis is therefore better.

I don't want to burn or mark my face, as the whole process would then be useless. Are there any risks or side effects to either that I should know about? And what would be my best option? Thanks!

    I would recommened waxing.

    I know it doesn't get rid of hair forever, but it doesn't have side effects.

    And it does not hurt AT ALL. Seriously.
