I wrote a simple computer program that went thru all 5^4 possible numbers and counted the ones that were divisible by 11 and got 85 so the answer would be E

For a number to be divisible by 11.
Sum of odd place numbers = sum of even place numbers
As repetition is allowed in this case,
1111 will be the first number and 5555 will be the last number.
So sum of odd place numbers or even place numbers ranges from 2 (in 1111) to 10 (in 5555).
No. of numbers with sum 2 = 1
No. of numbers with sum 3 = 4
Possible with digits 1 and 2
Numbers like 1122, 1221 , 2112, 2211.
So 4 numbers.
No. of numbers with sum 4 = 9
Possible with (2,2) and (1,3)
With (2,2) = 1 only ( 2222)
With (1,3) = 4 ( like in previous case)
With (1,3) and (2,2) = 4 ( 1232, 3212, 2123, 2321)
No.of numbers with sum 5 = 16
Possible with (1,4), (2,3) and (1,4,2,3).
Now it follows a pattern.
LIke 1, 4, 9, 16, 25, 16, 9, 4, 1
So Answer = 1+4+9+16+25+16+9+4+1
= 85
