Why is it that before 9/11 they always showed the emergency broadcast system test, and on 9/11 they never used it?

Ayup - EBS headquarters - where the notification was supposed to come from to let us know that we were under attack.
My mother works in FEMA and was at ground zero working recovery and asked the same questions. They didn't generally release the info due to sheer embarrassment. And now they've relocated to a discrete location that has no other agencies with it - and no signs outside to let the bad guys know that it's located there... just in case.

There was no emergency message for most of the country. The news media showed what happened, and the government didn't need to cut in to give any instructions.

There were a lot of things that should have been done on that fateful day, unfortunately very few of them were done. So many questions, so few answers.
