Is utilities information considered public information in MI, USA?

More specifically, can a person request how much gas or electric was consumed at a particular address, or how much that property was charged for that particular service? If you know this, please state the name of the law and section as I am trying to deal with a utility company for my father who is a tenant. I am also investigating tenant's rights, but that is another post.

    While not necessarily public information, it is not covered by the privacy act and anyone asking for such information may get that information legally. For instance, if an aid agency is asked to help pay utility bills, they may ask the amount of the utility bills and can verify the amount with individual utilities

    I am not sure what info you require that could not be obtained from looking at the bills. If your Father is renting a house and being charged for utilities, he should get a copy of the bills if he is not the contract holder with the utility company. I don't believe it is private info, and if the situation was explained to the company, they would probably assist you.
