How do I type in Hiragana into a website using an English keyboard?

I am studying Japanese and need to know how to type characters into a website. These are the best instructions I have been able to find. http://www.autopenhosting.org/unicode/type-Japanes... How do I do the first step of these instructions?

    Hi!!

    Your link is so good, but when I type in japanese I search on wikipedia the hiragana and copy every symbol or I use the JWPce software. It´s like Word, but in japanese.

    You could change the language setting on your computer. :]

    so that it has both english and japanese.

    go to control panel.

    then click clock, language, and region.
