$4.16 left on this dumb visa gift card...?

You can use it anywhere but you have to tell the cashier to take the 4.16 off the gift card first, then pay whatever is left with another form like cash. Sometimes cashiers do nto know how to do this but you have to insist they find someone who knows how to do it.

Why don't you just use it for lunch someday (or anything else you might buy)... most fast food places costs like 5 dollars now. Just put it towards it and pay off the balance in cash. Tell them to charge 4.16 to the GC first.
