No, the permit allows you to drive a car, provided you are with a licensed driver along with you. The permit shows you have passed the written test and know the rules of the road.
You get your Drivers License after you pass the Road Test. You go back to the DPS office and drive around with a Trooper and he grades you on road skills.

No. you must take the driving test. Once you pass that test you do not have to have a licensed driver in the front seat with you.
