1360x768 via VGA, but only 1280x720 (720p) via HDMI?

When i connect the tv/monitor via VGA (DVI to VGA adapter) i can set resolution to 1360x768 however when I connect via HDMI (DVI to HDMI adapter) I can only get 720p- is what the tv shows, 1280x720 is the highest resolution available on the display options on PC.
As my vcard has only DVI/S-vid out and my set only has vga/HDMI in, I cannot simply run an HDMI/DVI/or VGA straight from source to set. I read that DVI/HDMI adapter does not reduce quality since both signals are digital.
Why the lower res on the digital signal when it's supposed to be superior?

1280x720 is what is called CE timing/resolution
1368x768 is PC timing resolution.
Your PC card simply does not support all possible PC resolution/timings via HDMI.
