The Strangers, in my opinion.
It preys on fears of your home being invaded and is, at least to a certain extent, reality-based. And it had good use of sound and shadow, not just over-the-top gore. The others are more outlandish and flamboyant... more 'Hollywood.' Though the central idea of the Hostel franchise (wealthy sadists paying to abuse and murder) is very disturbing as well.

I haven't seen The Strangers. But "Hostel 2" and "The Hills Have Eyes" aren't scary--they just rely on the Gore-factor to appall their audience.
I did enjoy The Hills Have Eyes, though. Didn't care for Hostel 2.

the strangers is the scariest as the others just disturb people with their gore and sadistic manner. the strangers actually uses good cinematic technique to raise suspense
