    Passports are issued by the US government, not by states. The cost is the same in every state. $100.

    The cost depend on the age and the type of document

    Passport book — $100 or $85 for persons below an age of 16 years

    Passport card — $45 or $35 for persons below an age of 16 years

    For international flights a passport book is mandatory, the passport card can be used for land or sea travel to Canada, Mexico, the Caribbean, and Bermuda only.

    A renewal by mail (form DS-82) of the passport-book costs $75 and for the passport card $20 are to be paid.

    Same as it does everywhere else. Get the paperwork from the US Post Office. It has the cost in the paperwork and the passport is good for 10 years.

    He doesn't. He needs to go home. At the very least he had 6 months on it when he entered. If he's in a legal status right now, then he should know how to do this without your posting on Y!A.
