what is the best program for keeping a customer management database. We want to keep track of companies, addresses, ad offers, phone calls, and when to call next and what was said in phone calls.... does this exist for free?

It depends on number of users of customer management database. If you are the only user, then MS Excel worksheet is good enough. If plan to have this database made available to users in your enterprise you may think of developing a simple web based application. You may also want check www.salesforce.com
