Thrifty seems to have the most reliable car rental that I have seen in Costa Rica. Mine was arranged by MyCostaRicaLink.com and it was easy and inexpensive and hassle free. They had offices all over the country but Lynn at 866 498 0824 arranged it all for me and I didn't have to do anything- they even came and picked me up.
