Dog getting out of yard?

I'm hoping some people can help me brainstorm. For the last couple of months, one of our dogs has been escaping nearly every time she goes outside. Here is some background:

-She's spayed

-She gets plenty of exercise

-Our backyard is "fun" for a dog. Plenty of toys and a digging pit.

-She loves being outside

-We have a chain link fence and we have staked it with huge yellow stakes.

-She has gotten these stakes up before. No idea how. She just pulls them up.

-She will not go to the bathroom on a leash

-She gets out immediately and if we're inside or outside. We always watch her, either from the door or the porch.

-She usually gets out and then immediately wants back in but can't figure out how. But sometimes she roams the neighborhood.

-We've had to retrieve her from the pound twice. Which means she's willing to get into strangers' cars. This scares me. She could get hit by a car or go home with the wrong kind of people.

I feel like there's something I'm forgetting, but I can't think of it. We currently don't have the funds for a new fence or professional trainer advice.

We do not want to re-home her. We love her very much and she's a perfect dog in every way but this.

Is there anything we're overlooking? Anything we could try? Any reason she's doing this?

Update:

Ok, so if I take her out only on a leash that means she'll be outside a lot less. Probably 3 times a day plus one 30 minute human/dog play session and a walk on most days. Is this enough? I guess it's more than most city dwelling dogs get, but she really likes to be outside. I guess I kind of answered my own question.

I think I'm going to try to cement the stakes, too.

    No more going outside unless she's on a leash or you can be there with her watching her and correcting her.

    Hi there~We have just about the same problem with our dog. (Yours is a bit worse.) He used to be so good and never left the yard-even when a part of the fence fell down! However, now he's had a taste of freedom and he always manages to get out. Although I don't mind him in the house sometimes-I don't want him in ALL the time! What we finally did was buy some lightweight metal cable (100 ft.) and some caribeener hooks. This way he is on a leash and outside in the yard and so far-he has still managed to escape off this a couple of times! But for the most part he has been able to be outside and NOT get away!

    You could try to cement in the yellow stakes. All you need is to dig a hole, put in the cement, then the stake, so not a hard and inexpensive. You could also put an electric fence inside the chain link so it would be a double barrier.

    They have like a spray in some pet stores that the pets won't go near, spray it around the fence so she'll not want to go over it.
