Depends on whether the new place has a satellite dish already installed. Also, whether the dish at the new place has had the modifications for digital. Ring Austar, they only charge about $25 or so to do the transfer and that includes fixing or installing a new satellite dish if required.
When I moved I was able to just hook up my set top box, however, they will charge you the transfer fee regardless of whether you need their assistance for moving or not.
