your boobs are full of muscle... and there are exercises that you can do to make those muscles bigger (just google it). putting on weight helps, but i'm assuming you don't want to gain weight. i'm not sure how old you are... but birth control pills also help tremendously. birth control pills are hormones and the hormones cause your boobs to grow.

ADD: birth control does have some side effects... usually when you first start taking them. they are different depending on what kind you take. http://www.epigee.org/guide/medfaq.html#sideeffect... will tell you some side effects of each kind. i'm not sure if you can get them at 13... go to your local health department and ask if you're too young for them. that is where i got mine... they are free.

some people try doin special exercised for that kinds stuff.. but i personally think thats a bunch of mumbo jumbo

boobs are genetic and depending on how old you are they may still be growing

Try the gym and eat soy products

The gym has those machines that target your chest and your dextroids

ive got the same problem. im 13 and still have a 31" chest. its soo annoying. especially shopping for dresses cuz you cant fill a lot of stuff.

well first off your still growing. so just wait they will come.but when you get older birth control will enlarge them.

It's basically all in the genetics.

Surgery is really the only option unfortunately.
