It depends if you own the flat or not. If you do you will need to make sure it does not bark etc when you leave it. You will also have to be prepared to take it out often as you wont be able to simply let it out in the garden to do its business and then walk it once or twice a day for exercise. You also need to consider the breed, a larger dog wont do well in a flat but smaller breeds tend to be a bit yappy. Also remember that just because a breed is small doesn't mean to say its apartment or flat sized, research the breed and its characteristics to see which is best suited to your life style.

Bonnie ... a tower block is the same as an apartment block, but tends to have around 15-20 storeys.
As for being allowed a dog - you need to check your tenancy agreement and see what it says. Then, if it says you can have one, think about how you would look after it to make sure it can't jump out of an open window and get killed in the fall (it happens all the time to cats and smaller dogs). You also need to think about how you will let it go to the toilet - if you are at the top of the block, you'll need to go up and down a whole load of times each day ... how do you fancy that first thing in a morning when you wake up and again late at night .... Then there's the noise issue .....

I live in Greece it is not allowed to have dogs in apartment buildings but the neighbors do not have a problem

Yep - as long as it ok with the council. If you own it yourself, then yeah, it's down to you.
