    Napoleon was a graduate in philosophy and came up with this, it was not a good idea but appealled to many at the time, as the idea of a strong man does to many nations, in time of confusion, and uncertainty, it is essentially a system that the state is the ruler of the people despite appearances to the contrary, and rule is by "dictat" or "decree" and calling each other "citizens" rather than "subjects" as we are refferred to, it includes the idea that the "charged" in crimes is guilty unless they can prove their innocence, a situation that is only now changing.

    He also created the first gas chambers, as mobile extermination waggons, with chambers on wheels, to deal with the excessive numbers of prisoners he captured, a feature that re appeared in Germany, if you were not aware of, in later years, Adolf was a particular fan of this madman, constantly re reading his works, to the pouint of obsession, a feature it should be noted is also indiciative of severe mental problems, often appearing as the "Napoleonic complex", so beloved of comedians,

    Alas there is little that I have to say about this man or his philosophy that I could call decent or even reasonable, and the French system was dropped by all, nations that it was imposed on, as soon as practicable,

    He was a disgusting, cruel, dictator, and deserves little good said about what he did, or created in the history of human behaviour, and it should remain so, even if the French like to think otherwise...

    the law developed by 'Droit administratif' ' in the dispensation of justice. every exercise of discretion is a rule for future action is followed in french administrative courts.civil law developed by counse'd etat is the law applicable to matters only between administration & the citizens.

    whereas, the law made by the parliament of france are called arrets & they are applied in the administration of justice.i.e.Like any other court
