HELP!!! US Citizen Marrying Canada Citizen?

I need some HELP!!!
I am male (US Citizen) and my fiancee female (Cananda Citizen) is trying to figure out what is the best way for us to be together. I currently reside in Chicago IL USA and she is in Vancouver BC. We have been together for about a year now.
About two month ago she came to united states to be together on my birthday and holiday. US custom gave her such a hard time at Vancouver airport. she was held at the custom for over 4 hours and she ended up missing the flight. Her plan was to visit US for 2 months and they wouldn't allow her to stay that long. They accused her from not returning to Canada.
They told her that she must return to Canada within a month. So she stayed for a month and she has returned back home to Vancouver. We both figure it will look good on her record since she has returned to Canada on time.
after staying in Vancouver for about a month, she has recently tried to come back to United States for Christmas and new year. and once again she was pulled to custom and was held of over 5 hours this time. And they would not let her go. They accused her saying " you will not come back. you don't own a house, or you don't work" so you are not going to come back to Canada. They told her that only way for her to visit United States is that she will need to either have to own a house in Vacouver, have a job, or get a Visa. but she is not banned since she did not violate any law.
is this possible for US custom to do that to her??
is there anyway for her to come visit me in the US??
and second question that I have is this...
is it easier to get married in Canada and reside in Canada?
or file for K-1 visa and wait 7months to 1 years and live in US?
I work for a large bank in United States and feel confident that I will find a job in Canada. So it really doesnt matter where we reside. I would prefer United States but I realize that she can not visit until she gets the K-1 Visa. This is the reason why I started to look for other options such as reside in Canada since I can visit Canada without any problem.
How long does it take for me to become permanent resident in Canada once I get married in Canada and file for green card?
and may I work right away or do I have to file a work permit? how long would this take? and can I file both work permit and green card at the same time?
Any information will be greatly appreciated. Thank you so much
can i stay legally in Canada once I get married in Canada and file for permanent resident? would I be able to work right away?

She is having a hard time because USCIS does not allow non immigrant visa's, (including visitors) to anyone who has presumed immigrant intent. They are extremely rigid on this rule.
I would file a K1 as the current avg. processing time is 114 days, which is less than 4 months. It would also be easier for you to visit her in Canada than for her to visit you.

YES and they are correct what they told her.

probably not now - she MUST show ties to Canada and proof that she will go home - home a lease/mortgage, job and bills.

I think so yes - provided that you (the US citizen) dont have any criminal record.

WOW! that's a lot of reading! Anyway! If you have a job - at a bank - if that hasn't gone bust by now (LOL! Sorry! but they all look like they are falling down boom!) I would hang on to it! If you went to live in Canada, yes, you would have to get a permit, I don't know how long that would take, but think about this! The Canadians may be hanging on to THEIR jobs like we are! I might be difficult to get one and start all over again! Two! If you have medical benefits with your job, you may not be able to get them up there! Check that out! Also, as an American citizen, you may still have to pay taxes to the Government! Something else to check out! NOW! why on earth would they stop your girlfriend from crossing to border, THAT is beyond me! Do you mean to tell me, in order to do that, a person HAS to have a job, a house or whatever, just to pay a visit to the USA!!!??? THAT doesn't make any sense at all!!! I would check with the Canadian Immigration Department about that! Don't ask those guys at the border!!! Personally, being of British birth myself, if I had a choice, I would pick the USA!!! Warmer! by a few degrees!!! I wonder how it would work, her FLYING into the STATES!!!! She could go to a travel agency and ask what she would need in the way of paperwork, to pay a visit to Chicago!!?? Also, reading on down your question - SO! get married in the USA! Have her apply for permanent residency and of course, that blessed visa! It would be a lot easier for her to do it if she isn't working! You may also have to put your intention of marrying her in writing. Vancouver is full of relocated Brits, and believe me, they are NOT like Americans!!! I think it would be easier for your fiance to adjust to our American way of life, than you!! The last trip I took back home, I couldn't wait to come back here!!!

I guess border agents can do just about whatever they want to with regard to barring entry, etc.
www.cic.gc.ca is the immigration website for Canada.
I don't believe that you can work in Canada without a work permit. Canada doesn't have green cards, I think that the equivalent is permanent resident permit. What you probably can do is file for a temporary resident's permit if you marry. That won't enable you to work. The job market in Canada is not great at the moment.

I would move to Canada, get married here and see a immigration person to file for citizenship, don't know the time period, sorry
