Is versus Are - Grammatical Error ?

I am having a debate if this sentence should have an "is" or an "are"

Mom and dad is here.

Versus

Mom and dad are here.

I voted for Mom and dad are here.

Please give me your justification for your choice :D

    Mom and Dad are here.

"is" is used with singular subjects.

"are" is used with plural subjects.

"Mom and Dad" is plural because there are two people.

    'Are'

Otherwise, you would need to split it into two sentences:

Mom is here. Dad is here.
