El sitio está implementado mediante el gestor de contenidos joomla y a lo mejor utiliza una de las plantillas predefinidas para ese cms.
Tiene bastantes fallitos la web a la que haces referencia. Así que si la quieres tener como referencia mejor que busques otro ejemplo con joomla o con otro gestor como drupal, wordpress u otro.
