Under Federalism, are texas' state powers less than, and inferior to, the sovereign power of the US Govt?

    Certainly. That's the way our government is designed. The United States as a whole is sovereign. The individual states are not. We settled the argument over this is 1865.

    Only when the powers overlap.

    States have some powers that the federal government doesn't, so the federal government has no say in those areas.
