labor for these repairs?

My sister inlaw has a 1996 Windstar (yes I know I tried to warn her) anyways she just had the Alternator and hood latch cable replaced and had an oil change done on it and they charged her for 4 hours labor on that, the parts and labor bill was something like $960. They also had to recharge the battery. I'm mechanic myself but I don't know the book times for these repairs but I know if I had done the repairs I could have done all that easy in 1.5 hour or less so i think it is very excessive labor rates. If anyone has the actual book rates from Ford could you let me know. I have already advised her to see a different mechanic in the future. Thanks!

Update:

Wow 1.7 on an alternator! I thought it would be like 0.5. I have done this exact alternator before and it sure didn't take me that long!

A mechanic go by the book rate not the actual time for repair. 4 hours is about right for everything but $960 just doesn't add up. 4 hours of labour cost about $400, almost $100/hr. Parts don't cost $500. under $200 for an aftermarket alternator and under $50 for hood cable. Oil change cost less than $40. it just doesn't up up to $960. Your sister-in-law got ripped off.

Remember, it's not the actual time it takes, but what book is. Mini vans take alot of time because of the tight spaces. Alternator is 1.7 hours, and the hood latch I couldn't find. But an alternator could run a couple of hundred dollars.
