How do you measure a carry-on bag?

I'll be flying on Continental. Do I have to include the handle and wheels in the measurement? We're allowed only 45 linear inches and if I add the wheels and handles our bags are 46 and 47 inches.

You measure the entire bag including handles and wheels. If your airline is using the "box" your luggage must fit in it. A great many bags advertised as carry on legal are not because they have been measured without taking the wheels into account. Continental is usually not too bad, watch out for the European airlines as they are very strict.

I didn't count the wheels when I measured mine the last time I flew, but I also purposely bought a bag that was a few inches smaller than the requirement just to be safe. I can't really imagine them counting the handles.

And remember there is a weight limit on the bag too. Check it with your bathroom scale when it's fully packed if you're not sure.
