    The gas is ionized because the voltage per cm of distance gets above a certain level. That means some of the electrons are separated from the gas molecules and the a conductive path of positive ions and free negative electrons is formed. Current flows in this path until the voltage drops below some much lower level than was needed to start the discharge.

    In lightning, the discharge of the lightning strike reduces the voltage and the conduction stops.

    If the discharge is powered by an electrical power source, the discharge can continue. I have seen 440 v cables just burn themselves up like a fuse on a firecracker after a discharge is started on an open end of a cable.
