It could be numerous things but my guess would be your cold weather

switch has gone bad, replace it.

In the event it starts up fast idle and the cuts back but still to high you made need to reset your idle once warm cut it back to 900000

    should take care of problem.

under start up most 80's cars have a fast idle, some 1,000 rpm others as high as 1400 rpm but after car's warm up it drops. But if yours is high all the time, it sounds like a small vacuum leak. it creates a lean mixture in the engine causing your computer to see it and kick up the engine to dump more fuel to cover the extra air, thus giving you a high rpm..or you might just need to get your idle adjusted.
