Is an 18 inch bungee cord 18 inches unstretched, stretched to maximum or in between.?

When buying bungee cords for a particular purpose, if it says 18 inches, is that not stretched, stretched to maximum, or is there a stretch point of maximum strength that will last for awhile?

    unstretched i think.

    if you pull hard enough on the bungee cord (say for example, with a machine) it would be hard to calculate the length of the cord. if it's just laying straight with no force on either end it'd make sense to just market the product based on that length

    Call and ask your store that you shop at yes your local store or homedepot or Lowes call and ask that would be your best bet good luck.
