If you had a My Nintendo account on the Nintendo site and you hooked it up on your Wii, you could recover lost channels free of charge.
If you don't have My Nintendo, then you will have to buy it again for 500 Wii points. The channel isn't free anymore, Sorry!
You can get Wii points by:
1. Entering your credit card number on the Wii Shop Channel (100% safe) and buy some Wii points
2. Buy a 2000 points card found at most electronics store for $20 and redeem it on the Wii Shop channel.

You should be able to just download the channel again, but this time (if you didn't before), it will cost you 500 Wii Points. This is a one-time fee, but after January (I think it was Jan) of 2007, this channel became a paid channel.
No biggie- get a 2000 Wii points card, download the net, then treat yourself to World of Goo from Wii Ware, or Lost Winds. Either game is great, and you'll have enough points to do both
Oh, and if that doesn't fix it - call Nintendo services, because otherwise I don't know what the problem is.

If you accidentally deleted the Internet Channel, try this to get it back:
1.) Open up the Wii Shop Channel.
2.) Go to the button "Titles You've Downloaded."
3.) Scroll through until you can find "Internet Channel."
4.) It should say that is Downloadble.
5.) And, there you can re-download the Internet Channel for free.
6.) And tada! Just go to the Wii menu after the download, and there it is!

You have to get it again from the wii shop channel... But, that shouldn't effect your internet conection! Set up your network again!

That happened to my friend. What he did was buy another points card and bought another internet channel.
But as of right now, there is no way to bring it back. ):
Good Luck!
