If an author states on his or her web page that it is legal to read it for free, then is legal.
Sorry but Wattpad and Scribd are peer to peer sharing sites so the copyright owner is not giving permission, the teen that uploaded it is saying it is ok. And that is NOT legal.
Here is a good book that the author is giving away for free.

only if it was published a really really long time ago and its copyright is no longer applicable. If that's the case wikipedia will have it probably. The only free book I've read this way is The Curious Case of Benjamin Button. The only other complete editions of free books would be ones never published. You might want to check the author's site for a few chapters or just go to a library if it's paying you have an issue with or just get a friend to lend it to you and invite them over so you don't have to leave the house.

There is Project Gutenberg http://www.gutenberg.org/wiki/Main_Page. However all of the information is open source stuff, so mostly classics.
Oh and as far as Onemanga goes it's questionable. Scanlations are in a bit of a grey area; the problem is that the images in them really are copyrighted by the original source and not posted with permission (thus onemanga isn't an unillegal site). Also as the name states, its manga (japanese comics).
Another option available is to see what your local local provides. OverDrive® Digital Library Reserve is one type of service that many libraries have that are online books.

Sorry but only classics and plays such as Shakespeare are able to be read for free on the internet. Have a look at this website, Great inspiration and idea for book lovers.

Several, but each has a limited selection of books. Most only carry books old enough to be in the public domain. Baen Books has a small selection of science fiction. Care to tell us the title?
In general, you'd have better luck at your local library.

Go to the library. It's perfectly legal, totally free, and they'll have more books available than you'll find online.

You mean, "legal".
There should be many websites that have free classical books (books that are no longer copyrighted):

People misunderstand the concept of copyrights on classic novels.
Copyrights do not expire. Once a copyright is granted on a piece, it stays forever. It doesn't have to be renewed.
In 1886, copyrights were offered on written works for the first time. Anything written before 1886 is not protected by copyright because copyrights did not exist.
Therefore it is not true that the copyrights no longer apply on those classic novels. They never applied.
