In that particular authors version of vampires they do. It depends of the creator of the story what the vampires are and do.

I have never read of anything in the folklore of any culture that indicates that vampires would sparkle.

Twilight is a book written by a human. Her own ideas on vampires, so you can't say that everything she writes about them is true... just fiction.
(not saying they're fake, just the book is a fake story)

it depends on who the author is. some people say garlic gets campires away, but other say taht vampires are pretty much humans that just need blood and that have super natural powers, it just depends.

Agree with Daledee, vampires have been represented a million different ways in fiction, so there's no right or wrong representation, just many different ones. So in this stories's case, that is true.

well, due to the fact that they're fictional creatures, vampires can do whatever you want them to.
in some legends they don't even suck blood, but eat poop. not kidding
in some legends they're effected by garlic and crosses, some they are only effected by the sun. in some they age, some they're stagnant beings.
