My neighbour's cat cries when you pat her fur on her back. What is it?

She is about 7 years old and snow white. I'm minding "Olivia" while my neighbour is away. Yesterday I went to smooth her gorgeous thick white fur on her back and she meowed as if in pain and then licked my hand as if to say she was sorry.

I looked closely and under her snow-white fur are dozens of tiny, pepper-like black specks. She won't let me look closer. I thought I saw something moving on her fur once but my neighbour just dismisses it as "a rash."

I feel bad for Olivia! What might it be? I want to be able to tell my neighbour to do something about it when she returns from holidays.

Update:

Thanks everyone! (Except the smart-asses) She's an indoor cat and I definitely will tell my neighbour to take her to the vet tomorrow.

    Its has Fleas

If they are Big then they might be ticks

but small pepper like bugs and defeintly flees.

either buy a flea coller till ur neighbor gets back

Or buy flee shampoo and notify your neighbor that their cat has fleas

If she's an outside cat it may be fleas or dirt. It really depends. If she's indoor only then I'd be more concerned and take a closer look. I'm sure your neighbor would not want fleas in their home. If the cat has severe fleas it may have soars, it will need immediate medical attention.

The specks sound like flea eggs. The cat is in distress because she needs the flea drops. The owner needs to apply flea drops faithfully every month, a few drops on back of the neck and a few just above the tail. Please do not allow this cat to live in agony. You could buy the drops yourself and give her the first treatment.

well first off, if you are really worried about her you can take her to the vet.

but if you dont want to do that..

some cats just dont like to be petted in certain areas..my friends cat bites anyone who trys to touch her head...but the black rash..if you saw it moving it may be fleas or the specks could be eggs or the feces.

I think your best bet would be to keep an eye on her and if she seems to get worse or looks like she is really in pain take her to a vet.

Its fleas without a doubt and the black specks is flea poo, they are biting her more in this area, that's why she doesn't like to be touched there, as her skin will be very tender after being bitten by them in the same area all the time, its very simple to treat so tell them, good luck.

It's fleas, the pepper like stuff is the eggs and dander. She could itch that part a lot, making it sore and like a rash. When we get a rash, it hurts to have pressure on it.

So make sure you eliminate the fleas, put something on the rash, be careful in that area, and make sure she doesn't scratch anywhere.

She has fleas probably. The fleas are biting her and causing her sensitive skin to be irritated.

Your neighbor is a negligent pet owner. She needs to treat the cat for fleas. Flea dip, or posibly medication from the vet.

You must love cats to baby sit one? If you saw something moving on the cat's back. take this cat into a vet behind the neighbors back. if you can afford to do so. My friends cat died and the cause of death was "aids". Cats have a version of the aids virus. call any vet office and they will tell you about it

she has an infestion of fleas/mites..which are very painful for animals.

A simple trip the to the vet by the owner and the poor cat could get some med, and be out of her poor misery.
