Would having towel hooks instead of towels racks annoy you if you were renting a place for a week?
I have a beach rental house, the tenants keep ripping out the towel racks out of the wall. I am thinking of using hooks so I can screw them into studs

Anyone who is renting a beach house should be happy just to have a place to hand their towels ; after all they will most likely be on the beach most of the time.
Let them hang their towels over a lawn chair to dry (outside). BTW I have hooks instead of racks and I live here all the time

Screw a sturdy piece of wood to the studs and then screw the towel rack to that. If the towel rack comes witth short screws, get longer ones. Towels don't dry very well on hooks.

I think it wouldn't bother me at all so long as there were enough hooks and they were well-placed. Less annoying than looking at patched wallboard or dealing with loose towel racks, for sure.

If you are having to repair the wallboard every time the tenants rip the towel bars off the wall any way, cut out a larger section of wall board and install 2x4 or 2x6 blocking between the studs, and screw the towel bars into the blocking. You will be money ahead in the long run and you won't tick off any renters and possibly end up with non-rented units.

I wouldn't think so. I use hooks to hang everything anyway. Now, maybe there's a reason people keep banging into these towel racks, because of some quirk of location, and there might be more liability if someone falls on a hook instead of a towel rack; you'll have to decide on that one.
