As someone has said it takes a little time and also KBR is really dragging their feet on a lot of hiring and filling of any vacancies. This is because of the recent security agreements that were signed in Iraq and how those may effect the civilian contractors and employees of civilian companies like KBR who are working there. If Blackwater is kicked out and the US military is restricted from providing security and being able to protect those civilians you will see KBR and other companies send them home in droves.
