You need to read the previous verses to make sense of it.
In foreign language Bibles, the word sound is translated as a shaking, or a moaning -- have you ever had stomach trouble?
You stomach sometimes makes a sound, a moaning and it hurts a little. This moaning like a mournful harp was over Moab; Moab had to be put down, unfortunately. Thus the moaning.
The city mentioned was famous for (7) its raisin cakes. Clearly, these would be missed too. We are not the only ones that like bread and raisins! And, from so many years ago, not much has changed in some ways.

This is expressing extreme mourning, extreme grief,
extreme sorrow, innermost. A city fallen. Destruction,
waste.
