The bank should bounce the deposit if your name is not on the account. They are not SUPPOSED to accept the payment but sometimes it can slip through.
More importantly, if it's your sister's account, the money becomes hers once it hits the account. If you 2 have a falling out, she can walk away with the money and there's little that you can do about it. Every year about a dozen or so folks post questions here asking what they can do in just this case. Its usually a sibling, ex lover, or former friend who walked off with their money and there's NOTHING that can be done to help them.

In theory, no, but I have seen cases where the financial institution accepted direct deposits for someone whose name was not on the account. So it could work, but the payment also could (and should) be rejected, in which case you would have to contact the state/federal tax office to have your payment re-ssued to you. If the point is to get the refund as fast as possible, you would be taking a chance of delaying it even longer than if you just wait for a check to begin with.

just get a refund check instead - and then OPEN A BANK ACCOUNT with the refund - even if it's just a savings account - you can still get an ATM card to access the money

Possibly, if you both have the same name--but I wouldn't advise it. Some tax preparers offer a Refund Anticipation Check, but it costs a bunch.

No. It's not your account.
While such deposits sometimes slip through, it would be a total mess if either the bank rejected the deposit or your sister refused to give you the money.

No, sorry but the account has to be in your name. If it gets rejected it takes a while to get it corrected.!!

No. The instructions for the form say the account must be in your name.
