Why do some people believe that the government is not forceing everyone to convert to digital TV?

I think you misunderstand.

TV signals are transmitted through the airwaves at a certain frequency. Television sets tune into this frequency range to pull in the signal. Analog signals use a large part of the spectrum in an inefficient way. What's happening is that the signal is moving to another part of the spectrum. New TVs can tune the signal in on that frequency range, while older TVs are stuck looking in the old range.

The change only affects people who receive their signal over the air. The converter boxes tune to the correct frequency range, then send the signal to the older TV. People who get their signal any other way, like cable or satellite (which is around 90% or more of the population) are unaffected because they don't get the signal over the air.

This change is being made so that the large chunk of the spectrum used by analog TV can be freed up for various uses: military, public service, wifi etc. The spectrum is a finite resource and it's running out. This buys us a few more decades.

every channel, has it. Ticker tape on bottom of screens I think I will evaporate soon if I don't' get one. But, I do have cable box. Oh no, I am running out to get one, Sorry I don't have a coupon. The tv programs really suck so, I guess I won't be loosing that much anyway.
