well 20$ is really cheap. For a beginner, I always say 50$ is okay. Although, I've never heard of the TrueTone guitars/ never tried it. So, maybe they can be good for a beginner.
My advice is either get a friend who knows about guitar, let him try it and tell you if it's a good guitar. OR just get it, but don't expect much from it though. Sooner or later, you'll hate the sound and you'll want to get a better guitar.
