The best one by far that I have found is called "AVS Video Converter." This converts every format under the sun to any format you want.. mp4, avi, mpeg, mkv, mk4, vob, ect.. You name it. Wish it was free but I don't think it is although there is a trial download. If you have Windows Vista you can use the DVD Maker program but it is slower and only converts video to DVD. Other than that I would Google the search terms "Open Source AVI to DVD" and look to see what comes up.
