I have never seen an error message on Yahoo! that read "oops account used". I did a bit of searching through Yahoo! Help and could not find that error message either.
Regardless, I presume Yahoo! is telling you that your ID is already in use. If you have not logged into your account for some period of time, it is very possible that the ID has been recycled and belongs to someone else now.
If you have logged in recently, make sure you are entering the correct password information. Passwords are case sensitive, which means capitol/lower case lettering makes a difference. If you are certain that you are entering the correct password, try reseting your password by clicking on the link below the password field on the login screen that says "forgot password?". Populate the appropriate fields and reset your password. If that does not work, contact Yahoo!
