How to figure out what **** are when a password is encoded?

I was wondering if it possible to actually figure out what the *** are in a password like how to decode it and figure out what it really says.

Update:

Well what about a program that uses packets or something that I copy the url + the username + the ***** from the password and reveals what they really are.

    No. The asterisks are only there to echo the keystrokes, so the user knows how many keys they pressed.

    You either have to watch the person do it, or have a key logger installed on the system. Of, if they're logging to a remote site, figure out a man-in-the-middle attack that allows you to intercept their password.

    There is no information there for anything to be figured out.

    Since XP, or maybe Win 2000, even the number of characters is obscured. (always shows 15 stars in many scenarios).

    So that would be a 'no'
